The Systematic Expansion of Operation Guardian
The Ukrainian law enforcement apparatus has executed a massive, multi-agency intervention to preserve the integrity of the national mobilization process. According to the National Police of Ukraine, the seventh phase of "Operation Guardian" involved a coordinated strike by the Strategic Investigations Department, regional police branches, and the Prosecutor General’s Office. Supported by the internal security of the Armed Forces, these measures were implemented simultaneously across the majority of Ukraine’s regions. This latest escalation in domestic oversight highlights a zero-tolerance policy toward the systemic exploitation of administrative loopholes during a state of martial law.
Mechanics of Fictitious Medical Documentation
The core of the criminal enterprise relied on the fabrication of complex medical histories to create a legal veneer for draft evasion. According to investigators, the primary method involved submitting forged or unreliable health documents to military units and Territorial Recruitment Centers (TCCs). These documents claimed either the conscript themselves suffered from a disqualifying condition or that a close relative required constant, specialized care. By presenting these fraudulent records, individuals were able to secure formal deferments or, in some cases, prematurely terminate their existing service duties under false pretenses.
Verification of Medical Inconsistency and Fraud
Detailed inspections of the suspicious records revealed a total lack of legitimate medical interaction between the "patients" and healthcare providers. According to the National Police press service, forensic audits established that the men claiming deferments often had never visited the medical institutions listed on their paperwork. In several instances, investigators discovered that while a specific medical documentation number existed, the actual treatment or examination had been provided to an entirely different person. This systematic verification process has allowed the state to identify the specific points where medical data was harvested or cloned to facilitate fraud.
