In a formal briefing on May 1, 2026, Deputy Minister of Defense Ivan Havryliuk clarified the legal framework governing the recent increase in traffic stops across several Ukrainian regions. According to Havryliuk, the decision to block roads or establish checkpoints for the purpose of serving mobilization notices is a prerogative of local defense councils. These bodies, which operate at the regional and municipal levels, are tasked with formulating strategies to meet the mobilization quotas set by the central government. He stated that practically every TRC in the country has been issued a significant number of these devices. While the current inventory does not allow for a personal camera for every single employee, the Deputy Minister assured the public that every active "notification group"—the teams responsible for interacting with citizens on the streets—is equipped with at least one recording device. This measure is intended to provide an objective record of interactions and deter potential abuses of power.

When questioned about the specific legal basis for stopping private vehicles on public highways, Havryliuk redirected detailed inquiries to the heads of the respective local defense councils. He noted that these councils operate under the broader umbrella of martial law, which grants them the flexibility to implement measures necessary for national defense.
