The Mechanics of Institutional Budget Inflation
A high-level corruption probe has revealed a sophisticated method of diverting national educational resources into private hands. According to the Prosecutor General’s Office, officials at the Kyiv University of Culture allegedly manipulated the data used to calculate state subsidies under a specific budget program for personnel training and internship bases. By entering unreliable information regarding the number of active researchers and the institution's staffing table into official documents, the suspects were able to artificially inflate the volume of state funding they received. This systematic falsification provided a legal veneer for the transfer of massive sums from the state budget into the university's accounts throughout 2022 and 2023.
Verification of Private Entity Involvement in State Funding
A primary focus of the ongoing investigation is the potential blurring of lines between public and private educational assets. According to law enforcement sources, investigators are currently verifying reports that individuals belonging to a private educational institution were illegally included in state-funded programs. These individuals were reportedly not entitled to participate in the budget program "Training of personnel by higher education institutions," yet their names were allegedly used to justify further financial disbursements. This suggests a deliberate effort to leverage state resources to subsidize a private corporate entity, further increasing the scale of the financial damage to the Ukrainian government.
High-Profile Searches and Strategic Evidence Seizure
The scale of the judicial response to these allegations has been extensive, involving multiple branches of Ukraine’s security and law enforcement apparatus. According to the Prosecutor General’s Office, more than 20 searches were conducted on March 27, targeting the residences of involved persons and the administrative offices of the Kyiv University of Culture. Sources indicate that these searches included the home of former rector Mykhailo Poplavsky. During these operations, the National Police and the SBU seized critical physical evidence, including corporate seals, hard drives, and mobile phones, which are believed to contain the digital trail of the illegal activity.
