Deliberate Targeting of Civilian Transit in Broad Daylight

Russian forces executed a targeted drone strike on a passenger bus in the center of Kherson on March 11, in what local authorities described as a conscious act of terrorism. According to Kherson Oblast Governor Oleksandr Prokudin, the drone operator would have had a clear view of the civilian passengers through the UAV’s optics before intentionally steering the craft into the vehicle. The attack occurred during peak daylight hours while the bus was traversing a standard commuter route, highlighting the extreme risks faced by those attempting to maintain a semblance of normal life in the besieged city.

Casualties and Emergency Response at the Strike Scene

The impact resulted in 10 confirmed injuries, with the severity of the blast necessitating the hospitalization of nine victims. Among the passengers was a 17-year-old who received immediate first aid at the scene and was later released. Visual evidence from the aftermath showed emergency responders treating wounded civilians on the sidewalks adjacent to the mangled remains of the bus, which suffered extensive structural damage and completely shattered windows. The rapid deployment of medical teams suggests a city permanently braced for such kinetic events.

The ‘Human Safari’ and the Desolation of Kherson

Since its liberation by Ukrainian forces in late 2022, Kherson has been subjected to a unique and harrowing form of warfare described by residents and officials as a "human safari." Russian troops, positioned on the east bank of the Dnipro River, utilize short-range FPV drones to hunt individual civilians and civilian vehicles. This strategy appears designed to systematically terrorize the population and destroy the city’s remaining infrastructure, effectively turning the city center into a lethal kill zone where any movement is visible to enemy operators.
