Systemic Failures Lead to Double Tragedy
A devastating failure of local governance has left the family of Kanchha Tharu and his daughter Anju demanding accountability as a high level investigation report remains unaddressed by the state. The case involves 22 year old Anju Tharu and her 61 year old father, both of whom took their own lives in November after years of administrative obstruction regarding citizenship and birth registration documents. Although a 35 page investigation report was submitted to the government in mid December, the findings have yet to trigger the promised legal or disciplinary consequences for the officials involved.
Bureaucratic Rigidity Overrides Judicial Mandates
The tragedy is underscored by a 2022 district court ruling that had already awarded property rights to Anju and her seven year old daughter, Anita. However, the enforcement of this legal victory was effectively paralyzed by the refusal of ward and district offices to issue necessary identification papers. Relatives state that Anju made countless visits to government agencies, presenting court documents that supported her claims, only to be met with shifting procedural requirements. This administrative deadlock highlights a critical gap between judicial orders and the bureaucratic execution of civil rights in rural Nepal.
Investigation Confirms Multi Level Lapses
Following public outcry and instructions from then Prime Minister Sushila Karki, a committee led by Home Ministry Joint Secretary Surendra Panta was established to examine the deaths. The resulting report reportedly flagged significant procedural errors spanning from the local ward office to the Bardiya District Administration. According to witnesses and family members who provided statements, the probe confirmed that the victims were trapped in a cycle of administrative neglect. Despite these documented lapses, the Ministry of Home Affairs has not disclosed any follow up actions, leaving the report's recommendations without any weight of enforcement.
