The Imperative of Conflict Literacy for National Security

Minister of Budget and Economic Planning Abubakar Atiku Bagudu has identified a critical knowledge gap among Nigeria’s youth as a primary obstacle in the ongoing campaign against violent extremism. Addressing a workshop in Abuja focused on the National Action Plan on Youth, Peace and Security, Bagudu asserted that insurgency persists partly because the younger demographic often fails to recognize the subtle drivers of conflict. The minister argued that without a clear, shared understanding of why violence erupts, young people remain vulnerable to recruitment and are unable to contribute meaningfully to peacebuilding efforts.

Strategic Reforms for Educational and Civic Institutions

To bridge this gap, the minister proposed a comprehensive restructuring of how conflict education is delivered across the federation. He advocated for the National Youth Service Corps to be utilized as a primary platform for enlightening graduates on the primary and secondary triggers of regional instability. Furthermore, Bagudu recommended that higher education institutions review their General Studies curricula to ensure that every student, regardless of their major, graduates with a fundamental understanding of the socioeconomic pressures that fuel non state actors.

Identifying the Catalysts of Extremist Messaging

Bagudu specifically pointed to convoluted and senseless religious messaging as a major contributor to the persistence of violent ideologies. He observed that religious leaders, both Muslim and Christian, wield immense influence that can either guide a community toward harmony or mislead them into radicalization. The minister challenged these institutions to enhance their internal messaging to support broader national peacebuilding goals. According to Bagudu, the government’s whole of society strategy recognizes that administrative resources alone cannot achieve a sustainable victory over insurgency without the active cooperation of cultural and religious sectors.
