The UN Response to the Siege of El-Fasher
A special United Nations Security Council committee, representing all 15 member nations, has officially sanctioned four high-ranking leaders of the Rapid Support Forces (RSF). This move follows a formal UN investigation that determined the paramilitary group committed acts of genocide during the 18-month siege and eventual fall of El-Fasher, the capital of North Darfur, on October 26. The sanctioned individuals include RSF deputy commanders Abdelrahim Hamdan Daglo and Gedo Hamdan Ahmed, Brigadier General Al-Fateh Abdullah Idris, and field commander Tijani Ibrahim.
Background: A "War of Atrocities" in Sudan
The conflict, which erupted in April 2023 between the RSF and Sudan's regular army, has devolved into what international observers call a "war of atrocities". The siege of El-Fasher was the final stage in the RSF's campaign to seize control of the Darfur region’s last major holdout. The UN fact-finding mission characterized the final assault as "three days of horror," defined by mass detentions, starvation, and systematic sexual violence primarily targeting the ethnic Zaghawa community.
TRANSFORMATIVE ANALYSIS: Echoes of the Janjaweed Legacy
The current sanctions regime is rooted in a 2005 Security Council framework established during the original Darfur conflict, where the Janjaweed, the RSF's predecessor committed similar mass killings. This latest escalation in international pressure reflects a recurring pattern of genocidal violence in the region, now perpetrated by the same leadership structures that evaded accountability two decades ago. By targeting the brother of RSF chief Mohamed Hamdan Daglo, the UN is directly challenging the highest echelons of the paramilitary command.
