Dissolving Transport Borders Through Policy
The traditional divide between European Union member states and non-EU nations has effectively vanished within the strategic framework of the Transport Community. Matej Zakonjšek, Director of the Permanent Secretariat, noted that the geographical map no longer reflects a functional difference in how transport logistics are managed between these regions. This development represents a significant psychological and administrative leap, moving away from a fragmented view of regional transit toward a unified European mindset that treats all partners as integral components of a single system.
The Strategic Heart of the TEN-T Network
The ongoing integration efforts are centered on the expansion of the Trans-European Transport Network, commonly known as TEN-T. Since joining in July 2022 alongside Moldova, Ukraine has been absorbed into the core logistics map of the European Union. Zakonjšek explained that this expansion transforms local infrastructure projects into vital links for the entire continent. Under this model, a railway line in a neighboring country is viewed as equally critical to the network's health as domestic tracks, ensuring that transit from one end of Europe to the other remains seamless and efficient.
Standardizing Markets and Infrastructure Logic
A primary achievement of the Transport Community has been the harmonization of market logic and technical standards across diverse geographies. While the physical terrain may differ between the Western Balkans and Eastern Europe, the challenges of connecting to competitive transport markets remain identical. Zakonjšek emphasized that the intent is to implement the same rigorous reforms and standards in Ukraine as those found in the EU. This alignment is designed to facilitate a full integration that allows businesses and passengers to operate across borders without encountering incompatible regulatory or technical hurdles.
