The investigation into Bywater began when law enforcement officials identified horrific videos circulating on the internet that depicted the sexual abuse of a young victim. Court documents reveal that the criminal activity occurred while Bywater was residing in the state of Veracruz, Mexico. In the recorded footage, the victim attempted to flee from the abuse but was physically apprehended by Bywater to ensure the continuation of the assault. These digital records served as the primary evidence in building a comprehensive case against the defendant and her co,conspirator.

Interagency Cooperation Facilitates Prosecution of Foreign Crimes

The successful resolution of this case was made possible through a high level of coordination between domestic and international law enforcement bodies. The FBI Child Exploitation Operational Unit led the investigation with significant support from the legal attaché office in Mexico City and the Washington Field Office. Assistant Attorney General A. Tysen Duva and U.S. Attorney Kelly O. Hayes announced the sentencing, highlighting that geographical boundaries do not shield individuals from the reach of the United States Department of Justice when children are victimized.
