Accelerating the Out-Year Development Plan
The $1.1 billion investment, largely funded through private capital, represents a significant acceleration of the Army's "out-year" development program. By securing these funds, Lendlease and the Army are able to pull forward critical infrastructure projects that were originally scheduled for much later in the decade. The strategy focuses on six primary communities, including Campbell Crossing in Kentucky, Fort Drum in New York, and Fort Cavazos (formerly Fort Hood) in Texas, with work extending to military hubs in Hawaii and Alaska.
Large-Scale Construction and Renovation Targets
The scope of the project is among the most ambitious in recent military housing history, targeting the renovation of over 12,000 existing homes. In addition to these upgrades, the commitment funds the ground-up construction of more than 1,200 new residential units. These new homes are designed to meet modern energy efficiency standards, featuring Energy Star appliances and sustainable building materials, reflecting a shift toward high-performance government housing that reduces long-term operational costs.
Installation-Specific Modernization Strategies
The deployment of capital is tailored to the unique geographic and operational needs of each base. At Campbell Crossing, the focus includes delivering new junior enlisted homes, while at Fort Cavazos, the plan involves the demolition of World War II-era structures to make way for modern neighborhoods. In high-cost regions like Hawaii (Island Palm Communities) and extreme environments like Fort Wainwright, Alaska (North Haven), the funds are directed toward specialized climate-resilient upgrades and essential utility modernizations.
