According to arrest documents, officers observed Carlson walking in and out of Madison, Duval, and Jefferson Streets. The reporting officer stated that he made eye contact with Carlson and issued numerous verbal warnings that she was obstructing the roadway. Police allege that Carlson’s refusal to remain on the sidewalk led to charges of resisting an officer without violence and obstructing a highway.

Carlson, who bonded out of jail Saturday night, informed local reporters that the protest was not blocking active traffic. She pointed out that Jefferson Street was already scheduled to be closed for "Springtime Tallahassee," a major local festival. A review of the City of Tallahassee’s official website confirmed that Jefferson Street was indeed designated as closed for the event at the time of the arrest. FDLE has not yet issued a formal rebuttal to these claims regarding the pre-existing road closures.
