Accountability Measures for Law Enforcement Misconduct
In a significant update on police reform, President William Ruto confirmed that dozens of law enforcement officers have faced legal consequences for their actions during recent national protests. During a joint meeting of the UDA and ODM parliamentary groups at the Kenyatta International Convention Centre, the President revealed that 49 officers were successfully convicted following investigations into brutality reported during 2024 and 2025. According to the President, these convictions represent a core part of the government's commitment to ensuring that no officer remains above the law when dealing with the public.
Independent Oversight and the Judicial Pipeline
The President highlighted the role of the Independent Policing Oversight Authority in facilitating these legal outcomes. He noted that in addition to the 49 convictions, 35 cases have been successfully prosecuted through the court system, while another 30 officers are currently facing internal disciplinary proceedings. Ruto stated that the government has empowered oversight bodies to carry out their mandates with maximum efficiency, ensuring that the movement toward police accountability remains a central pillar of the current administration’s governance strategy.
Victim Compensation and Financial Allocations
Addressing the human cost of civil unrest, the President announced that a comprehensive identification process for protest victims is nearing completion. The government has reportedly tracked individuals affected by demonstrations as far back as 2013 to ensure they receive state support. According to Ruto, Parliament will be asked to approve a KSh 2 billion fund dedicated specifically to compensating these individuals. He confirmed that the gazetted compensation panel is expected to finalize its work and begin disbursements before June of this year.
