End of a Decade of Growth After ten years of consistent expansion, New Zealand’s education system is approaching a significant demographic pivot. Since 2015, school rolls have grown by roughly one percent annually, culminating in a record high last year. However, the latest Ministry of Education forecasts suggest this momentum is stalling. In 2026, the number of full-time equivalent students is expected to slip to 846,386, marking the beginning of a projected long-term decline that will see tens of thousands fewer children in the system by the mid-2030s.

Demographic Shifts and the Post-Boom Ebb The projected downturn is primarily attributed to the conclusion of a "mini baby boom" that occurred between 2007 and 2010. Those larger cohorts are currently transitioning out of the secondary school system, leaving behind smaller subsequent age groups. While migration provided a temporary buffer including a notable 2.2 percent leap in 2024 driven by record arrivals net school-age migration is expected to stabilize around 10,215 for the 2026 period. This level of immigration is insufficient to offset the impact of lower domestic birth rates.

Primary and Secondary Sector Divergence The impact of these declining numbers will be felt unevenly across different sectors. Primary and intermediate schools are expected to bear the brunt of the decrease, with student numbers projected to fall from 526,590 in 2025 to just under 497,500 by 2035. Conversely, secondary schools will experience a brief, slight increase this year as the final peak birth cohorts move through their final years of schooling, before their numbers also begin to recede toward a projected 311,067 in 2035.

Specialist Schools and Homeschooling Trends In contrast to the general decline, specialist schools catering to children with disabilities are expected to see continued growth. Projections suggest an increase from 7,174 students in 2025 to over 8,000 by 2035. Meanwhile, homeschooling which remains outside the primary data set is forecast to reach a peak of 11,297 students in 2028. These figures indicate that while the traditional classroom population is shrinking, demand for specialized and alternative education pathways remains resilient.
