A primary pillar of the Hungarian resolution focuses on the potential economic displacement caused by Ukraine’s entry into the bloc. Hungarian lawmakers highlighted that the EU has already provided approximately €193.3 billion in assistance to Kyiv since 2022. The resolution warns that under current agricultural and cohesion fund structures, Ukraine’s share of the next seven-year EU budget could exceed €360 billion. Budapest argues that this massive reallocation would directly deplete the subsidies currently relied upon by farmers and infrastructure projects across existing member states, particularly in Central Europe.
The Oschadbank Hostage Crisis and Asset Seizure
The legislative tension is being fueled by a flashpoint incident involving Ukraine's state-owned Oschadbank. On the night of March 6, Hungarian authorities detained seven bank employees traveling in two armored vehicles in transit from Austria to Ukraine. According to Ukrainian Foreign Minister Andrii Sybiha, the employees were transporting cash as part of regular inter-bank service when they were "taken hostage" and their property seized. While the Hungarian tax authority (NAV) claims the detention is part of a criminal investigation into suspected money laundering, Kyiv has categorized the move as an illegal abduction and theft of state assets.
