Legislative Maneuvering to Solidify Asset Seizure

In a move that has intensified an already volatile diplomatic standoff, Hungary’s ruling Fidesz party has introduced a bill designed to retroactively justify the confiscation of Ukrainian state funds. The legislation, spearheaded by parliamentary leader Máté Kocsis, seeks to provide a permanent legal framework for freezing approximately €35 million, $40 million, and 9 kilograms of gold. These assets were intercepted last week from a vehicle convoy belonging to Oschadbank, Ukraine’s state-owned savings bank, and the new measure would allow authorities to hold the property indefinitely while a secretive national security investigation proceeds.

National Security Pretexts and Regulatory Probes

Budapest has framed the seizure as a necessary defensive measure against potential threats to the Hungarian state. Authorities claim that the transit of such significant quantities of bullion and currency across their borders without satisfactory documentation posed an unresolved security risk. According to the proposed legislation, the assets will remain classified as confiscated property until the national tax and customs authority completes an exhaustive probe into the origin and ultimate destination of the funds. This procedural fast-tracking has bypassed typical parliamentary debate, reflecting the urgency with which the Orbán administration is treating the incident.

Kyiv Denounces Legislative Action as Lawlessness

The response from the Ukrainian government has been swift and scathing, with Foreign Minister Andrii Sybiha characterizing the bill as a blatant attempt to legitimize what he considers an illegal act of state theft. Sybiha argued on social media that the introduction of the bill is a de facto admission by Budapest that the original seizure lacked any valid legal foundation. Ukrainian officials maintain that the convoy was a legitimate state transport and that the detention of both the assets and the bank staff constitutes a form of state-sponsored racketeering intended to exert political leverage.
