In 2025, total global defense expenditure reached $2.63 trillion, an increase from $2.48 trillion the previous year. This growth was characterized by a massive mobilization of capital toward defense-industrial expansion, particularly within Europe. According to the International Institute for Strategic Studies (IISS), the top 15 nations alone now account for over $2 trillion of this total, signaling that the era of the "peace dividend" has been fully replaced by a competitive global arms race.

Washington Proposes Unprecedented Fiscal Expansion

The United States continues to operate on a scale that dwarfs all other nations, with its 2025 defense budget reaching $921 billion. This figure exceeds the combined spending of the next eight largest military spenders, including China and Russia. However, the most significant development comes from the Trump administration’s 2027 budget request, which proposes a historic topline of $1.5 trillion. If enacted, this $450 billion increase from current levels would include $200 billion specifically allocated for Iran war costs, representing a 90 percent increase in real terms compared to Cold War peaks.

Europe Re-Arms Amid Persistent Continental Threats

Facing the reality of a prolonged war in Ukraine, European nations have pivoted from maintaining capacity to aggressive expansion. Outside of Russia, Europe now holds six of the world’s top 15 defense budgets. Led by Germany ($107.3 billion) and the United Kingdom ($94.3 billion), the region’s spending grew by 12.6 percent in real terms in 2025. This buildup is codified by a recent NATO pledge at The Hague Summit, where members committed to increasing defense spending to 3.5 percent of GDP by 2035, with some frontline states like Estonia aiming for 5 percent as early as 2026.
