Pattern of Harassment Leads to Secondary Arrest
A retired member of the Memphis Police Department (MPD) is back in the Shelby County Jail facing charges that highlight a persistent pattern of domestic harassment. Samuel Mills was arrested Friday on charges of harassment and the violation of a protection order. This latest legal development follows an initial arrest on January 1, 2026, when Mills was charged with stalking. According to police affidavits, the current charges stem from evidence provided by the victim, which reportedly includes a series of voicemails and messages sent via unconventional social media platforms, including Venmo and TikTok. These communications allegedly demonstrate that Mills was fully aware the victim had formally requested no contact.
History of Stalking Allegations
The case against Mills began to intensify at the start of the year when he was accused of showing up at an ex-girlfriend's residence without permission. The victim informed investigators that she had never shared her home address with Mills and that he refused to depart after being explicitly asked to leave. Since that encounter, the victim has meticulously documented a digital trail of unwanted interactions. Investigators noted that the use of diverse digital platforms suggested a determined effort to circumvent traditional blocking methods, eventually leading to the issuance of the protection order that Mills is now accused of disregarding.
Service History and On-Duty Injuries
Before his recent legal issues, Mills was a serving officer with the MPD who survived a traumatic on-duty incident. In August 2023, while performing his duties, Mills was struck by a motor vehicle. The collision resulted in a fractured skull and other life-threatening injuries, leaving him unconscious for approximately two weeks. Following a lengthy recovery period, Mills officially retired from the force. While his defense may eventually look to his medical history as context for his behavior, the MPD has maintained that he is no longer an active-duty employee and is subject to the same legal standards as any private citizen.
