A graduate of international relations from the United States International University, he also holds an advanced degree from the University of Cambridge. Before his transition into full time public service, Tuggar served as the Chief Executive Officer of Nordic Oil and Gas Services Ltd. This professional pedigree in the oil and gas industry has provided him with a unique perspective on resource diplomacy and local content, which he previously applied during his tenure as a member of the House of Representatives.

Legacy of Cultural Repatriation and German Bilateral Ties

During his service as Nigeria’s Ambassador to Germany from 2017 to 2023, Tuggar achieved significant milestones in bilateral relations and cultural heritage restoration. He was instrumental in facilitating the return of 22 looted Benin Bronze artifacts, a collection valued at over 100 million pounds. Beyond cultural diplomacy, he coordinated high level economic engagements, including a 2020 meeting with Siemens to address critical projects in the Nigerian power sector. His ability to facilitate the 2018 state visit of the German Chancellor underscored his capacity to deepen trade relations and technical cooperation between the two nations.
