Despite a recent 3.1 percent adjustment to NZ Super, many pensioners find the increase insufficient to cover the actual rise in their daily expenses. While the adjustment was intended to match the previous year's inflation rate, specific costs such as council rates, insurance, and petrol have surged at a much higher pace. For those living on a fixed income without significant savings, this discrepancy has reached a breaking point, forcing a shift from disciplined budgeting to total deprivation.
Compounding Hardship for Single Women in Retirement
The Good Shepherd report identifies a significant "single person penalty" affecting women over 65. Many of these women entered retirement with lower lifetime earnings due to the gender pay gap and time taken out of the workforce for caregiving duties. Living alone, which many described as essential for their dignity and safety, means they must cover the full cost of a household on a single pension. Statistics show that the proportion of women over 65 seeking food support from the Salvation Army has jumped from 30.9 percent in early 2024 to 34.5 percent this year.
Transformative Analysis: This crisis represents a structural failure in the "three pillars" of New Zealand's retirement system: NZ Super, home ownership, and private savings like KiwiSaver. With home ownership rates declining and many reaching retirement still paying rent or mortgages, the traditional assumption that NZ Super only needs to cover "no frills" living costs is no longer valid. The system is effectively penalizing those who do not enter retirement with a mortgage free asset.
