Mohamud clarified that while the right to picket is constitutionally protected, advance notification is a non-negotiable requirement for law enforcement to provide security and manage traffic. "This makes the protests unlawful, and we will take appropriate action," Mohamud stated, indicating that the NPS would continue to monitor the city for unsanctioned gatherings.
