Brussels Signals End to Decades of Diplomatic Isolation
The European Union is preparing to significantly escalate its engagement with Damascus through the formal resumption of the 1978 Cooperation Agreement. According to a background paper drafted by the bloc’s diplomatic service, the EU intends to launch a structured High-Level Political Dialogue with Syrian transitional authorities starting May 11, 2026. This move marks a definitive end to the diplomatic freeze that defined European policy for over a decade, shifting toward a strategy of active stabilization under the leadership of interim President Ahmad al-Sharaa.
Financial Scaffolding for National Reconstruction
To support the transition, European Commission President Ursula von der Leyen has proposed a comprehensive financial assistance package totaling approximately 620 million euros for the 2026 to 2027 period. According to EU officials, these funds are earmarked for the restoration of essential public services, the rebuilding of state institutions, and general socio-economic recovery. The strategy envisions Syria’s eventual integration into the Pact for the Mediterranean, providing the war-torn nation with renewed access to European markets and technical assistance to modernize its domestic business environment.
Reframing the Sanctions Landscape for Leverage
While most broad economic sanctions were lifted at the end of 2025, the European Union plans to adapt its remaining restrictive measures to serve as a precision diplomatic tool. According to the internal document, the EU will reframe its sanctions regime to target specific individuals or entities that act as spoilers to the ongoing political transition. This targeted approach is designed to maintain international pressure on human rights accountability while simultaneously allowing the broader Syrian economy to recover through increased trade and private sector investment.
