Katz emphasized that the security of the Galilee depends on a "cleanse" of militant infrastructure in the 20 to 30-kilometer buffer zone near the Israeli border. While UN Security Council Resolution 1701 has long mandated this requirement, Katz argued that previous enforcement attempts have failed, leaving northern Israel vulnerable to anti-tank fire and short-range drone strikes. He stated that disarmament must eventually extend "throughout all of Lebanon" to ensure long-term regional stability and the safe return of displaced Israeli citizens.
