President Zelenskyy reported that 11 individuals were hospitalized in the city alone, as rescuers worked through the morning to reach survivors believed to be trapped beneath concrete debris. Regional Governor Oleksandr Hanzha confirmed that two bodies were recovered from a building in Dnipro, while search teams continue to hunt for at least five other missing persons. The atmosphere at the site remains critical, with local authorities prioritizing the stabilization of structural elements to prevent further collapses during the salvage operation.

Beyond the strikes in Dnipro, the Russian military expanded its reach to several other major urban centers, including the northern city of Chernihiv and the southern port of Odesa. Zelenskyy described the tactics as a persistent "barrage" consisting of attack drones, cruise missiles, and a significant volume of ballistic missiles. The Ministry of Energy reported that the strikes caused substantial damage to civilian power grids and private enterprises, exacerbating the humanitarian challenge for residents. The Ukrainian Air Force reported that Russia launched 619 drones and 47 missiles in a single night, a quantity that represents one of the largest coordinated strikes of the current year. While defense units successfully intercepted 580 drones and 30 missiles, the remaining projectiles caused significant casualties and fires across the right bank of Dnipro. Military analysts noted that the high saturation of ballistic missiles was specifically intended to overwhelm localized anti-missile batteries, allowing a percentage of the munitions to reach their urban targets.
