The BOP’s mandate, established under UN Security Council Resolution 2803, explicitly requires the removal of Hamas’s military capabilities as a precondition for the progression of the current truce.

Structure of the Phased Disarmament Strategy

The proposed plan, overseen by chief diplomatic envoy Nickolay Mladenov and the Weapons Collection Verification Committee, outlines a five-stage transition for the enclave. Central to this strategy is the "one authority, one law, one weapon" principle, which would transfer all security and administrative control to the National Committee for the Administration of Gaza (NCAG). The process begins with the NCAG assuming administrative oversight, followed by the withdrawal of Israeli heavy artillery from the "Yellow Line" that currently bisects the Gaza Strip into Israeli and Hamas-controlled zones.

Logistics of Weapons Collection and Tunnel Destruction

Under the third and fourth phases of the proposal, Hamas would be required to relinquish all heavy weaponry and facilitate the total destruction of its military infrastructure, including the extensive tunnel network. The plan also targets the group’s estimated 60,000 AK-47-style rifles, which are to be collected and registered by NCAG security forces. Only after these verification steps are completed would the Israel Defense Forces (IDF) begin a full withdrawal from the Gaza Strip, eventually retreating to a yet-to-be-defined security perimeter along the border.
