This rhetoric follows recent US military operations in Venezuela and the intensifying conflict with Iran, which Beijing views as disruptions to the international order that bypass established United Nations protocols.

Turning toward domestic strategy, Zhao positioned China as the primary engine for future global growth through its focus on high-tech sectors. He underscored the government's commitment to unlocking new growth drivers in artificial intelligence and quantum technology, suggesting that China’s domestic progress will continue to provide opportunities for international partners. This technological push is paired with a pledge to further open Chinese markets, specifically through the recently operationalized special customs zones at the Hainan Free Trade Port.
