Investigators revealed that the network had successfully smuggled three explosive devices into Azerbaijan, which were intended to be handed over to specific perpetrators for use against targeted infrastructure and personnel.

The exposed plot targeted several assets of critical national and international importance. Among the primary objectives was the Baku-Ceyhan oil pipeline, a vital energy corridor for the region. Additionally, the network aimed to strike the Israeli embassy in Azerbaijan. Beyond state and diplomatic facilities, the agents reportedly planned assassinations and bombings targeting the Jewish community, specifically naming a leader of the Mountain Jews religious community and the Ashkenazi synagogue as intended targets for the explosives.

Context of Deteriorating Bilateral Relations

This security breach occurs amid a sharp decline in relations between Baku and Tehran following a series of military provocations. On March 5, 2026, four Iranian Arash-2 strike drones were launched toward the Nakhchivan Autonomous Republic. According to the Ministry of Defense of Azerbaijan, these large scale drones, which carry warheads weighing up to 150 kilograms, targeted Nakhchivan International Airport and civilian infrastructure. One drone reportedly exploded near a school building, while another was intercepted and destroyed by Azerbaijani military forces.
