A coordinated effort by Israel's primary intelligence and defense branches has successfully mapped a sophisticated Iranian terror architecture aimed at high-profile international targets. According to a joint statement released on Monday, the network was specifically designed to gather intelligence and execute strikes against Israeli political leaders, security officials, and Western military installations. The exposure follows months of clandestine operations that intensified during the broader regional conflict, providing a detailed look at how Tehran continues to project lethal force through its specialized external operations units despite heavy domestic military pressure.

The Fall of Division 4000 Leadership

Central to the network's command was Rahman Moqadam, the head of the Special Operations Division (Unit 4000) within the Islamic Revolutionary Guard Corps (IRGC) Intelligence Organization. Israeli officials confirmed that Moqadam, who personally oversaw the recruitment and training of international operatives, was killed in the early stages of Operation Roaring Lion, the joint U.S.-Israeli campaign launched on February 28. Moqadam operated under the direct supervision of Major General Seyyed Majid Khademi, the IRGC’s intelligence chief, who was also neutralized during the conflict. The death of these high-ranking officials has significantly disrupted the command and control of Iranian "sleeper cells" currently embedded in Europe and Asia.

Strategic Sabotage Plots Foiled in Azerbaijan

The joint statement highlights a critical series of interceptions in Azerbaijan, where the IRGC had planned a multi-front terror offensive. In March 2026, Azerbaijani state security services prevented several high-impact attacks, including plots against the Israeli Embassy in Baku and local Jewish religious leaders. Beyond human targets, the network sought to cripple regional energy security by targeting the Baku-Tbilisi-Ceyhan oil pipeline, which supplies approximately one-third of Israel’s total oil imports. Arrests in Baku revealed that explosive drones and high-yield C-4 explosives had been smuggled into the country under the guidance of Mahdi Yekeh-Dehghan, an operative known as "the Doctor."
