The long-awaited release of the €90 billion Ukraine Support Loan has moved into its final stages following high-level discussions between President Volodymyr Zelenskyy and the new European Council President, Antonio Costa. This financial lifeline, which was formally approved by the European Parliament in February 2026, had been briefly delayed due to regional diplomatic friction. Zelenskyy confirmed on Tuesday that Ukraine has successfully fulfilled the entire suite of technical and political prerequisites requested by the European Commission, paving the way for the immediate disbursement of funds essential for the country’s 2026 budgetary and defense requirements.
Ending the Central European Veto Standoff
The unblocking of the aid package follows a breakthrough in a tense standoff with Hungary and Slovakia over energy transit. Outgoing Hungarian Prime Minister Viktor Orbán had previously stalled the package, citing disruptions to the Druzhba oil pipeline which carries Russian crude through Ukraine. However, after Ukrainian engineers completed repairs to a section of the pipeline damaged by a Russian air strike, oil resumed flowing on Wednesday at 11:30 CET. This technical resolution, combined with Orbán’s recent defeat in Hungary’s April elections, has removed the primary political obstacles that were preventing the unanimous approval of the 20th sanctions package and the associated aid.
The Strategic Blueprint of the Drone Deal
During his dialogue with Costa, Zelenskyy emphasized a transformative security framework known as the "Drone Deal," a unique defense partnership Ukraine is offering to international allies. This system leverages Ukraine’s battlefield expertise in unmanned aerial vehicles, electronic warfare, and integrated air defense to protect critical civilian infrastructure. The initiative has already moved beyond the conceptual phase, with Ukraine signing 10-year security agreements with the United Arab Emirates, Saudi Arabia, and Qatar. Zelenskyy highlighted that this cooperation is now expanding into Europe, with joint production lines and technological exchanges already beginning with Germany, Norway, and the Netherlands.
