This scheme relied on the systematic redirection of cancer patients toward specific suppliers, ensuring a steady stream of revenue for the involved parties while circumventing the mandatory registration and safety oversight required by Ukrainian law.
Exploiting Vulnerable Patients for Unlawful Benefits
The investigation reveals that the medical professional involved systematically received financial kickbacks in exchange for prescribing specific foreign medications. Patients, often in desperate need of life saving treatment, were instructed to purchase their prescriptions from designated pharmacy outlets. These pharmacies, managed by participants in the scheme, sold drugs that had been brought into the country without passing through official customs or health inspections. This practice not only defrauded the state but also exposed patients to the high risks associated with using unregulated chemical substances.

To maintain a consistent inventory of unregistered medications, the organizers established a complex logistics network spanning several regions. Illegal supply channels relied on drivers of international long-haul flights who transported the drugs from abroad into Ukraine.
