Wellington Civil Defence Emergency Management (WCEM) officially declared a state of emergency on Monday evening as the capital region continues to be battered by relentless rainfall. The legal declaration grants emergency responders enhanced powers to coordinate evacuations, manage infrastructure failures, and ensure public safety across the district. Group Controller Carrie McKenzie emphasized that the primary objective is the preservation of life, as the saturated ground and overwhelmed drainage systems struggle to cope with the second consecutive weekend of severe storm activity.

Red Rain Warning and MetService Projections

MetService has significantly escalated its alert status, upgrading heavy rain warnings for Wellington and Wairarapa to the "Red" category. This rare designation, effective from 2:00 pm Monday through Tuesday night, indicates a high probability of dangerous river conditions and significant landslips. Meteorological data suggests that parts of the region will receive an additional 150 millimeters of rainfall over the next 36 hours. This level of precipitation on already sodden catchments is expected to trigger rapidly rising river levels that could breach existing flood defenses and threaten residential properties.

Emergency Response and Infrastructure Impact

The scale of the crisis is reflected in the massive volume of emergency calls handled by Fire and Emergency New Zealand (FENZ). Between 2:00 am and 4:30 pm on Monday, fire crews attended nearly 200 weather related incidents across the Wellington metropolitan area. Specialist water rescue teams and enhanced response units have been strategically positioned in the Hutt Valley and Wairarapa to manage potential flooding of the Ruamāhanga and Hutt River systems. Infrastructure impacts are already severe, with multiple landslides reported, including a significant slip on Balfour Street in Mornington that has damaged local access routes.
