Ukraine’s ambassador to the United States, Olga Stefanishyna, revealed during a Washington briefing that the US State Department issued a formal "demarche" to the Ukrainian government. The protest was specifically triggered by a late November 2025 strike on the marine terminal of the Caspian Pipeline Consortium located near the Russian city of Novorossiysk. According to Stefanishyna, the American side explicitly notified Kyiv that such actions violated US economic interests, particularly regarding export infrastructure investments.
Strategic Precision in Washington’s Warning
The diplomatic tension does not signal a broad prohibition on Ukrainian operations against Russian assets. Ambassador Stefanishyna clarified that Washington has not requested a general ban on strikes against Russian military or energy infrastructure. Instead, the State Department's concerns are targeted at incidents where American commercial stakes are at risk. The ambassador noted that the Ukrainian government has "taken that into account" following the notification that American-backed export facilities were impacted by the Black Sea operations.
Impact on the Caspian Pipeline Infrastructure
The military operation in late 2025 resulted in damage to one of the CPC’s offshore mooring units. While the consortium reported that there were no casualties or oil leaks into the Black Sea, the strike forced a suspension of operations and a subsequent restriction on oil loading. The CPC represents a critical 1,500-kilometer energy artery connecting oil fields in western Kazakhstan to global markets via the Novorossiysk terminal, making any disruption a significant event for international energy security.
