The Initial Allegations and Preliminary Probe The investigation into 56-year-old Kelly Jo Johnson began on February 18, 2026, when the Walton County Sheriff’s Office (WCSO) received a troubling report regarding an inappropriate relationship at the county jail. Johnson, a resident of Bonifay who served as a kitchen employee, was accused of engaging in misconduct with an inmate specifically assigned to kitchen duties. Sheriff Adkinson emphasized that such actions are a direct betrayal of the professional and ethical standards expected of all personnel, asserting that no employee, whether civilian or sworn, is above the law.

Digital Evidence and Surveillance Review As the probe intensified between February 14 and February 17, investigators meticulously reviewed recorded jail phone calls. These recordings raised immediate red flags, revealing improper communication and suggesting behavior that fell entirely outside the scope of Johnson's professional responsibilities. By February 20, the WCSO had drafted subpoenas for a wide range of digital footprints, including the jail commissary system, the ViaPath communication platform, and Google records. These subpoenas were quickly authorized by the State Attorney’s Office, allowing investigators to begin receiving a wealth of additional evidence by February 24.

Interviews and Probable Cause Determination The case reached a critical turning point on February 27. During a non-custodial interview at the Sheriff’s Office, investigators confronted Johnson with evidence, including interior jail surveillance footage that depicted her and the inmate entering a secure area together. Later that afternoon, the inmate involved provided a sworn statement that remained consistent with the physical and digital evidence already collected. By the end of the day, investigators determined there was sufficient probable cause to charge Johnson with violating Florida State Statute 951.221, which specifically prohibits sexual misconduct between detention facility employees and inmates.

Termination and Formal Arrest Following the determination of probable cause, Johnson was officially terminated from her position, ending a tenure that had begun in October 2025. On March 4, a judge signed the formal arrest warrant, and Johnson turned herself in to authorities at approximately 10:00 p.m. that evening. She was booked into custody with no bond...
