Tashkent is currently implementing a foreign policy that prioritizes practical cooperation over political formalities in its dealings with the Taliban. By focusing on growing trade volumes and critical infrastructure initiatives, Uzbekistan is attempting to create a framework of economic interdependence. This approach is rooted in the belief that regional security and stability in Central and South Asia are inextricably linked to the economic viability of Afghanistan.
Infrastructure and Resource Exploration
Central to this push are several ambitious infrastructure projects, including the development of regional railway networks. In July, Uzbekistan joined Turkmenistan and Kazakhstan in signing agreements with Afghan authorities to advance these transportation corridors. Furthermore, Uzbek teams have begun initial geological explorations within Afghanistan, signaling an interest in long-term resource development that could further entrench bilateral economic interests.
Diplomatic Outreach through Trade
High-level engagement remains a frequent component of this strategy, as evidenced by President Shavkat Mirziyoyev’s reception of Acting Minister of Industry and Trade Nuriddin Azizi. Large Uzbek delegations have continued to visit Kabul to negotiate trade and transit issues, seeking to remove barriers to commerce. These interactions suggest that Uzbekistan views the Taliban as a "circumstantial" but necessary partner for achieving its broader economic goals in the region.
