Israeli authorities have defended the exclusion by citing the unique logistical challenges of the Old City during a period of frequent Iranian missile attacks. According to police statements, the narrow alleys of the Christian Quarter do not allow for the rapid movement of emergency vehicles, and the Church of the Holy Sepulchre itself lacks an adequate, standard protected space that can be reached within the required warning time. This lack of a nearby bomb shelter has been the primary legal justification for closing major holy sites, including the Western Wall and Al-Aqsa compound, to the general public.
