The Architecture of a Covert Influence Front
The digital ecosystem of the Middle East has seen the rise of Eekad, an entity that presents itself as the first Arabic-language open-source intelligence (OSINT) platform. However, investigative findings by CCTI Adjunct Fellow Ari Ben Am suggest that Eekad is a carefully constructed front for Qatari state interests. By adopting the branding of a "fact-checker," Eekad bypasses the skepticism usually reserved for state media like Al Jazeera, allowing it to penetrate digital spaces in countries such as the UAE where Qatari outlets are restricted. The organization provides no transparency regarding its funding or employees, yet its production quality and technical sophistication indicate a substantial state-backed budget. This "independent" veneer allows Qatar to disseminate controversial narratives while maintaining plausible deniability on the global diplomatic stage.
Strategic Alignment with Qatari Foreign Policy
A rigorous analysis of Eekad’s content reveals a near-perfect correlation with the geopolitical goals of the Qatari government. Since 2020, the platform has produced thousands of multimedia pieces targeting Israel, the United Arab Emirates, and Saudi Arabia. Notably, Eekad’s coverage of Qatar itself is exclusively positive or exculpatory, frequently "debunking" international reports regarding labor abuses during the 2022 World Cup. Furthermore, the platform has actively justified Hamas’s actions on October 7, 2023, referring to the attack by the group’s official propaganda name, "al-Aqsa Flood." This alignment demonstrates that Eekad is not a neutral arbiter of facts, but a specialized tool designed to push the specific ideological and strategic interests of the Qatari state.
Forensic Links to the Qatari Media Establishment
The personnel behind Eekad provide some of the most damning evidence of state control. Despite the platform's opacity, public social media profiles show that many staff members have direct ties to Al Jazeera and Qatari government ministries. For example, Rand Abu Hilalah—the daughter of a former Al Jazeera managing director—served as a news editor for the group. Video editor Joanne Mrad has simultaneously produced content for Eekad and the Qatari National Cyber Security Agency. Other producers, such as Mohyeddine al-Dimassi, have held concurrent roles at Eekad and the Qatari Minist...
