The Ukrainian government has officially triggered a massive secondary phase of funding designed to shield the nation’s energy backbone from sustained aerial threats. According to Prime Minister Yuliia Svyrydenko, the Cabinet of Ministers has authorized UAH 9.2 billion to implement regional Resilience Plans across non-frontline territories. This capital injection is specifically earmarked for the physical protection of 245 critical infrastructure facilities. By allocating these funds early in the spring, the administration aims to ensure that engineering projects are completed well before the temperature drops, addressing the vulnerabilities exposed during previous winter campaigns.

Distribution of Capital Across Key Defense Agencies

The UAH 9.2 billion allocation is divided among several specialized state entities to ensure a multi-layered defensive strategy. According to the Prime Minister’s official Telegram update, the Restoration Agency will receive the largest share, totaling UAH 5.2 billion, which is dedicated to the fortification of large-scale energy facilities. Simultaneously, regional administrations are set to receive UAH 3.5 billion for the construction of protective enclosures around distribution substations, transformers, and gas distribution units. This distributed funding model allows for localized engineering solutions that are tailored to the specific geographical and technical needs of each province.

Fortifying the National Railway and Logistics Network

Recognizing the critical role of transport in national resilience, the government has carved out a specific portion of the budget for the state railway operator. According to Svyrydenko, Ukrzaliznytsia JSC will receive UAH 528 million to strengthen the physical protection of its own facilities and power supply points. This investment is intended to ensure that the railway network remains operational even during systemic grid failures, maintaining the flow of military logistics, humanitarian aid, and civilian transit. Protecting the rail infrastructure is viewed as a prerequisite for the overall success of the broader regional resilience framework.
