The Security Service of Ukraine (SBU) has uncovered a targeted information and psychological operation (IPSO) orchestrated by Russian intelligence services within the Zakarpattia region. According to Ukrainian Foreign Minister Andriy Sybiha, the operation specifically targeted the ethnic Hungarian minority living in western Ukraine. Sybiha asserted on Wednesday that the scale of this interference points toward a deliberate effort by the Russian Federation to manipulate the Hungarian electoral process in favor of the incumbent Prime Minister, Viktor Orbán.
Technical Deception via IP Telephony Spoofing
Investigation into the source of the threats revealed that Russian operatives utilized advanced IP telephony spoofing technology to mask their identities. By making calls that appeared to originate from legitimate Ukrainian phone numbers, the attackers posed as members of "national-patriotic groups" and even as Ukrainian law enforcement officers. These anonymous callers reportedly issued ultimatums to representatives of the Hungarian national community, demanding they leave Ukrainian territory under the threat of physical violence.
Attributing the Interference to the Russian Federation
Technical measures conducted by the SBU successfully traced the origin of the threatening calls back to the Russian Federation. This definitive attribution led Foreign Minister Sybiha to suggest that the operation may have been coordinated with the current Hungarian administration's campaign strategy. Sybiha noted that by creating a false sense of persecution against ethnic Hungarians by Ukrainian authorities, the operation serves a narrative that benefits Orbán’s political positioning as a protector of Hungarian interests abroad.
