Strategic Expansion of War Risk Insurance

The Ukrainian Cabinet of Ministers has authorized a substantial increase in the financial protections available to businesses operating in the country's most volatile regions. Prime Minister Yulia Svyrydenko confirmed on Thursday that the maximum compensation for property damaged or destroyed due to military aggression in frontline areas has been tripled, rising from UAH 10 million to UAH 30 million. This move is part of a broader governmental strategy to stabilize the national economy by providing a more robust safety net for enterprises that continue to function despite the persistent threat of kinetic strikes and infrastructure damage.

Removal of Grant-Based Compensation Reductions

In a significant shift in fiscal policy, the government has cancelled a previous provision that reduced insurance payouts by the amount of any state grants or support previously received by a business. This change ensures that entrepreneurs in frontline zones can access the full value of their insurance claims without being penalized for having utilized other recovery funds. By decoupling these two forms of state aid, the Cabinet aims to provide more comprehensive liquidity to businesses struggling to rebuild essential facilities, factories, and warehouses that have been targeted during the ongoing conflict.

Adjustments to Insurance Premium Subsidies

The reforms also extend to the subsidization of insurance premiums for businesses located across the rest of the country. For these less-impacted regions, the maximum compensation for insurance premiums has been increased from UAH 1 million to UAH 3 million. Additionally, the process for obtaining this state support has been accelerated; businesses can now submit applications for premium compensation as early as 31 days after signing an insurance contract. For contracts structured with installment payments, the state will now provide proportional compensation in installments, ensuring a steady flow of support throughout the life of the policy.
