According to an announcement from the Ministry of Digital Transformation, the system operates by cross-referencing login attempts on gambling platforms against a comprehensive roster of military personnel and a list of barred individuals. To ensure the security of sensitive information, gambling operators will not be granted access to private records. Instead, the system provides a simple binary "yes/no" indicator to the platform, confirming only whether the user is permitted to proceed.
Systematic Fight Against Combat Zone Addiction
This initiative is the latest development in a broader, systematic effort by the Ministry of Defense to protect "Ukraine’s defenders" and their families from the financial and psychological risks associated with gambling. Officials emphasized that the measure is a response to the unique vulnerabilities faced by service members during active duty. By automating the restriction process, the government aims to provide a proactive shield against the development of gambling disorders, which have become a point of concern for military leadership during the current conflict.
Regulatory Oversight and Platform Enforcement
The rollout and enforcement of this new login restriction system will be managed by PlayCity, the state agency currently responsible for the regulation of gambling and lotteries in Ukraine. This follows a strategic transfer of policy functions to the Ministry of Digital Transformation to streamline digital oversight. PlayCity is tasked with ensuring that all licensed operators integrate the blocking mechanism into their platforms. The agency has already reported significant enforcement activity over the past year, including the removal of unauthorized casino apps and the dismantling of illicit websites that operate outside of the national regulatory framework.
