The Defense Procurement Agency of Ukraine has officially moved to stabilize its long-term offensive capabilities by signing extensive contracts with domestic missile manufacturers. According to Arsen Zhumadilov, director of the agency, these contracts are designed to cover a minimum period of 12 months, ensuring that production lines remain active through the remainder of 2026 and well into 2027. This move signals a departure from the early-war reliance on ad-hoc procurement, moving instead toward a structured, industrial-scale acquisition of high-precision cruise and ballistic systems. By securing these long-term commitments, the Ministry of Defense aims to provide manufacturers with the financial predictability needed to scale their operations and refine their hardware.

Diversification of the National Cruise Missile Arsenal

While the Neptune cruise missile, developed by the Luch Design Bureau, was once the sole domestic option for long-range maritime and land-attack missions, the procurement landscape has recently expanded. Zhumadilov confirmed that cruise missiles are now being produced by more than one Ukrainian company, indicating a burgeoning competitive environment within the national defense industry. According to industry reports, this diversification includes the integration of the Flamingo winged missile, produced by Fire Point, which has already seen active deployment. The presence of multiple manufacturers reduces the risk of production bottlenecks and allows for the simultaneous development of various missile classes tailored for specific tactical requirements.

Evolution of the Neptune and New Strategic Variations

The Neptune missile system has undergone continuous modernization throughout the conflict, evolving far beyond its original anti-ship design. In late 2025, the Ministry of Defense unveiled a previously classified version of the domestic cruise missile, which reportedly features improved range and electronic countermeasure resistance.
