Strategic Alignment Ahead of Ramstein

Ukrainian Defense Minister Mykhailo Fedorov met with Norwegian Defense Minister Tore Sandvik on Saturday to synchronize priorities before the next Ukraine Defense Contact Group meeting, scheduled for April 15. The two leaders reached an agreement to center their near-term efforts on four critical pillars: the expansion of air defense networks, the development of precision unmanned systems, the promotion of battlefield innovation, and the general strengthening of the Ukrainian Defense Forces. Fedorov emphasized that Norway’s involvement is pivotal as Ukraine transitions toward a more technologically integrated military model.

Systemic Drone Support for Brigades

A centerpiece of the meeting was the "Basic Drone Supply" project, a Norwegian-funded initiative designed to provide a guaranteed monthly minimum of unmanned systems to Ukrainian front-line brigades. Fedorov described this as a "systemic solution" that ensures military units are not reliant on erratic supply chains but can instead count on a steady influx of technology to enhance operational effectiveness. This project aligns with Ukraine's broader goal of producing millions of drones annually and integrating them into every level of combat maneuver.

Scaling Defense Innovations and the "Czech Initiative"

The ministers identified several immediate priorities, including the continued support of the "Czech initiative" for ammunition procurement and the scaling of "PURL" (Precision Unmanned Reconnaissance and Logistics) systems. Norway has pledged to involve its leading research institutions and defense manufacturing base to help Ukraine scale its locally developed innovations. This includes the potential for joint production lines, similar to the licensing agreements Ukraine recently signed with the United Kingdom for interceptor drones.
