From Visa-Free to "Category C"
Since November 2021, Cubans had enjoyed visa-free entry to Nicaragua (Migration Category "A"), a policy that turned Managua into a major transit hub for those migrating toward the U.S. border. However, provision 001-2026 of Nicaragua’s Ministry of the Interior reclassified Cubans to Category "C," requiring a "consulted" visa.
The transition has been marked by chaos:
Initial Promise: The Embassy originally promised a free, 35-day process via email for those who had already bought tickets.
The Sudden Stop: After a small batch of roughly 70 visas was issued in mid-February, the process ceased entirely.
New Barriers: A new digital platform launched in late February introduced stringent requirements that were previously waived, such as bank statements, criminal records, and proof of employment.
