Pressure to Register Relatives as Vagrants

In the leaked audio, the official expresses frustration over a lack of recorded cases, demanding that inspectors immediately increase their numbers for administrative supervision and compulsory treatment referrals. The directive went as far as suggesting that officers should register their own family members, or even themselves, as vagrants to satisfy the department’s quotas. According to the recorded statement by Khudoyberdiev, the current lack of reported vagrancy in the Almazar district is unacceptable to the administration.

Supplementing the audio evidence, a separate video message shows the official pushing staff to complete a specific volume of documentation before a strict 10 p.m. deadline. In the footage, he notes that while 300 protocols have already been issued, another 200 must be finalized within a single hour.
