The Madlanga Commission of Inquiry has intensified its probe into the City of Tshwane’s financial leadership following the precautionary suspension of Chief Financial Officer Gareth Mnisi. Testimony delivered on April 20 focused on a list of seven companies forwarded to Mnisi by controversial police sergeant Fannie Nkosi. The companies had applied for a significant security tender within the municipality. It has been alleged that Nkosi sought Mnisi’s intervention to ensure these entities met bid specifications, a request that Mnisi claims he was unable to fulfill due to his professional boundaries.
Discrepancies in Bid Specification Compliance
A central point of contention for the commission is the discovery that two of the companies on the list, Ngaphesheya and El Shaddai, eventually secured the security contract despite failing to meet the municipality's mandatory bid specifications. Investigations revealed that Ngaphesheya is owned by Sergeant Nkosi’s brother, raising immediate concerns regarding a conflict of interest. The commission is examining how these entities progressed through the procurement stages if they were technically non-compliant with the administrative requirements set out by the City of Tshwane.
Defense Against Persistent Solicitation
During his testimony, Mnisi maintained that he played no active role in the awarding of the tender to the companies mentioned in Nkosi’s correspondence. He described his interactions with the sergeant as a reluctant effort to "play along" with a persistent friend who was "trying his luck." Mnisi argued that at the time of the exchange, he felt annoyed by the significant persistence of the requests and viewed the situation as a misunderstanding of his actual powers as CFO to influence the bid committee’s independent decisions.
