Regulatory procedures for stranded tourists
DART emphasized that under current Ukrainian legislation, the primary responsibility for the safety and return of travelers lies with their respective tour operators. Citizens who purchased tourism products are advised to contact their providers directly, as these companies are legally bound to organize support and return logistics in the event of force majeure. For independent travelers who did not utilize tour operator services, the agency recommends contacting the consular section of the Embassy of Ukraine in the UAE for monitoring and specific safety recommendations.
Consular reach and emergency communication
While DART does not maintain precise data on the number of domestic tourists in the region, Foreign Minister Andriy Sybiha has indicated that approximately 250,000 Ukrainians are currently in the Middle East. The Ministry of Foreign Affairs (MFA) consular service is reportedly in constant communication with these citizens. To facilitate rapid assistance, every Ukrainian embassy in the region has implemented a standardized digital form for citizens to register their location and contact details, ensuring a maximum reach for emergency alerts and evacuation planning if necessary.
Monitoring tour operator compliance
The agency has reaffirmed its commitment to investigating any instances of improper fulfillment of obligations by travel companies. If formal complaints are filed, DART has the authority to review such appeals within its regulatory competence. This oversight is intended to ensure that tour operators do not abandon clients during the closure of regional airspaces or the suspension of commercial flights, which has already impacted several high-profile sports and entertainment events in the UAE this week.
