According to Raphalalani, these substantial financial deterrents are essential to demonstrate that the city will leave no room for non-compliance when the health of local communities is at stake.

To bridge the gap between technical data and public understanding, the municipality has adopted a standardized color-coded warning system to communicate the severity of air pollution. Under this framework, green indicates optimal air conditions, while purple signifies poor quality that may pose immediate health risks.
