Presented by retired Major General Gordon Yekelo, the chairperson of the Reserve Force Council, the plan seeks to address the South African National Defence Force,s personnel needs while simultaneously tackling the country,s high youth unemployment rate. Committee members expressed appreciation for the document,s focus on declining patriotism and ill,discipline among the youth, yet they remained firm that the proposal requires a more detailed and implementable framework before it can be fully endorsed.
Strategic Tensions Between Combat Readiness and Social Work
A central point of contention during the legislative briefing was the potential for the military to overstep its primary mandate. Co-chairs Malusi Gigaba and Phiroane Phala cautioned the Reserve Force Council that the military,s core objective must remain the provision of a combat,ready force. According to committee statements, there is a significant risk in transforming the Department of Defence into a youth empowerment agency. Lawmakers suggested that the current pitch sounds more like a social development program than a defense strategy, noting that the discipline of arms must underpin any recruitment effort for the reserves.
The Three Year Incubation Model for Volunteers
Under the proposed rejuvenation strategy, successful recruits would undergo a three,year incubation period designed to provide job experience and vocational training alongside military instruction. Major Herrick Richards, a member of the council delegation, explained that the goal is to produce functional members of society with a volunteer military mindset. While Richards acknowledged that not all participants would eventually serve in active military applications, the intent is to create a pool of individuals capable of assisting the state and their local communities. This approach seeks to mends what Yekelo described as a breakdown in the social fabric of disadvantaged areas.
