The Department of Public Service and Administration officially announced a 4% salary hike for South African public servants, backdated to the start of the 2026 fiscal year on April 1. DPSA Minister Mzamo Buthelezi confirmed that this adjustment applies to all employees across salary levels 1 to 12, as well as staff covered by Occupation Specific Dispensations. The increase is categorized as a pensionable salary adjustment, providing a baseline of financial growth for over a million qualifying government workers.

Bargaining Council Framework and Inflation Benchmarks

This year’s pay adjustment follows the 2025 resolution established by the Public Service Co-ordinating Bargaining Council. The agreement utilizes a floor and ceiling mechanism, ensuring increases remain between 4% and 6%. With current national inflation projections hovering around 3.4%, the 4% hike provides a modest real wage gain for employees. This follows a previous 5.5% increase in 2025, with a similar CPI projected structure already scheduled for the 2027/28 financial cycle.

Specific Exclusions and Developmental Stipends

While the directive broadly covers those under the Public Service Act of 1994, several key sectors remain excluded as their pay is handled by separate executive authorities. These groups include members of the South African Police Services, educators, and personnel within the National Prosecuting Authority and the South African National Defence Force. Notably, the department has instructed that intern stipends be adjusted in tandem with the new scales, reflecting what Minister Buthelezi described as an effort to build a capable and ethical developmental state.
