A Response to Rising Vice and Public Complaint

The policy shift follows a documented increase in vice-related activities and persistent infringements of existing guidelines within the heartlands. Authorities noted a steady rise in public unhappiness regarding the proliferation of these shops and the resulting social disamenities. National Development Minister Chee Hong Tat emphasized that the government intends to weed out errant operators to protect the living environment for residents. This enforcement push coincides with reports of visible solicitation and the emergence of suspicious beauty and wellness businesses in residential estates, sparking calls for stricter oversight from members of Parliament and community advocates.

Introducing a Categorized Licensing Framework

To streamline the regulatory process, the police will organize all massage businesses into three distinct categories based on their location and nature. Category 1 will cover established venues like shopping centers and hotels, while Category 2 is designated for shops located away from sensitive areas like schools or places of worship. Open-concept establishments will fall under the new Category 3. This tiered system ensures that all operators meet "fit and proper" requirements and obtain necessary planning approvals from the Housing Board or Urban Redevelopment Authority before they are permitted to open for business.
