Total Quota Expansion Amid Category A Supply Contraction

The Land Transport Authority (LTA) announced on April 24 that the total number of certificates of entitlement (COEs) available for the upcoming May to July quarter will rise to 19,052. This figure represents a 1.2 percent increase from the 18,824 certificates offered in the previous three-month cycle. However, the distribution of these certificates is uneven across vehicle types, with Category A, which is designated for less powerful cars and electric vehicles (EVs), seeing its supply fall by 2 percent to 7,434 units. This decrease means that for each of the upcoming tender exercises, there will be approximately 25 fewer Category A certificates available to bidders.

Significant Supply Boost for Larger and Premium Vehicles

In contrast to the tightening supply for smaller cars, Category B certificates for more powerful vehicles and larger EVs will see a substantial 7 percent increase. The supply for this category is set to rise from 4,864 units to 5,205 units for the next three months. Additionally, the Open category, also known as Category E, will see its quota grow by 6.3 percent to 1,526 units. When combined, the supply for these two premium-leaning categories will increase by 6.9 percent, providing roughly 72 more certificates per tender compared to the current period, which may offer some relief to the luxury car market.

Mixed Outcomes for Commercial Vehicles and Motorcycles

The commercial vehicle market, categorized under Category C, remains the most stable segment in terms of supply, with the quota held steady at 1,742 units, unchanged from the February to April window. Motorcyclists, however, face a slight reduction in available permits; Category D certificates will drop by 1.7 percent to 3,145 units. The LTA calculates these three-month quotas based primarily on a rolling average of vehicle deregistrations from the preceding four quarters, a mechanism designed to maintain a stable vehicle population on Singapore’s roads.
